從二水國小、彰商、彰中、台大、紐約州立大學、約翰霍浦金斯大學,一路艱辛的求學過程,展現堅毅的意志和刻苦耐勞的精神。
回國後進入中央研究院從事財政研究,先後提出驚動學術界的財經改革建議。

在2003年出版走過台灣五十年後,現又過了十五年。

目前退休,專心研究法理論述,仍然關心台灣的未來。

Autobiography
Chi-yuan, Tsai

    I was born on October 24, 1946 in a poor farming family in Ershui, Changhua. My sisters paid tuitions for my education in Changhua Commercial School and High School during 1959-62 and 1962-65, and, National Taiwan University (Department of Economics) during 1965-69. I, then, became research assistant to Professor Teng-Hui Lee, while I enrolled into graduate study at NTU during 1970-73. I was lucky to write
MA thesis with Professor Lee and have learned very much under his supervision. In 1976, Fulbright-Hays Study Grants of the State Department of USA made it possible for me to study abroad. I got another financial supports from National Science Council (NSC) to study at Johns Hopkins University in 1984. My major field is public finance in which economics theory and political decision making are integrated.
    In 1979, I took a position at Academia Sinica to do research. My first publication “Taxes and Residential Choice” (PUBLIC CHOICE, Vol.38, March 1981, PP.55-72) made me popular among Taiwan economists. Subsequently, I proposed to abolish Taiwan Provincial Government (1981), to relax centralized finance regulation (1981), to reform indirect tax system (1984), to give up Sun Yat-Sen’s ideology and reformulate land tax system (1989), to have income taxation integration (1996) and to cut off 50% of land value increment tax (LVIT) for rescuing banking and construction industries (1998). Most of my researches were policy implications for the purpose of TH Lee’s economic and political reforms.
    Economic researches interest me very much. Besides, I had to pay very much attention to Lee’s political leadership during Lee Administration of the Republic of China, i.e., the Governing Authorities on Taiwan (GAT) according to Taiwan Relations Act of the United States of America (USA). As a result, I took a part to push forward Lee’s political reform too.
    In 1999, I was invited to be the Director of Finance Department of Tao-Yuan County Government by Annette Lu after she heard one of my public speeches in criticizing seriously the very wrongdoing intergovernmental finance relationships. This job provided me a good opportunity to thoroughly understand how much money were wasted by corruption and in what extent the officials and businessmen formulate their collusion, and how the KMT manipulate the political power to collect political rents from Taiwanese in the past years.
It is easier to do something bad than to do something good. Taiwan owned modernized political culture before 1945, but it was replaced by Chinese dictatorship and collective corruptions afterwards. Both political dictatorship and economic corruption are strongly depending on public finance system. I, then, played a part in economic reforms in my past days by doing public finance researches. But I was not encouraged by the existing KMT academic system. Then I retired from my research job in 2009 and began to study International Laws and the Laws of War with Richard Hartzell who is an American and loves Taiwan very much. I was elected as the Prime Minister in November 2010 to be one of the leaders of Taiwan Civil Government (TCG), and the PM of Taiwan Government i.e., TGUSA, on April 29, 2013; and Provisional Vice President of Taiwan Government, i.e., Taiwan Autonomy, in July 2015 and Provisional President on June 22, 2016 by the Provisional Congress, Taiwan Government. Our purposes are: to follow up Article 73 of the Charter of United Nations to ask the Federal Government of the United States of America to expel injustice ROC government-in-exile out of Formosa and the Pescadores; to let the inhabitants of Formosa and the Pescadores to have the paramount rights to self-governing; and to wipe out Chinese factors from Taiwan; according to Article 15 of Taiwan Relations Act (TRA) which enacted by the Congress of the Federal Government of USA and come into effective since early 1979.
